Blurred Image - Blur

I started with an image of the nineties, britpop band Blur.

I then went into filter, blur, tilt shift. This effect blurs the top and the bottom of the image but leaves the middle unchanged. There is also the option to rotate the blur which means that i can chose which parts were meant to be blurred.

I then slanted it a little to the left so that all the faces were not blurred but the rest of the bodies were.
